Artificial intelligence scandal in Albania: The actress sued the government.

The Albanian government faces the risk of losing the right to use an artificial intelligence (AI) known as "Diella," which is based on the digital image of a minister. Actress Anila Biça, whose voice and appearance were used in the creation of the virtual official, has filed a lawsuit regarding the matter.

Oxu.Az reports that the news was published by the "Politico" outlet.

"Although we consider these claims completely unfounded, we view the resolution of the situation through the judicial process as positive," said the government’s press secretary Mancola Hasa.

According to the plaintiff’s position, government agencies continued to use her image even after the expiration of the agreement last year. The actress claims that these actions have severely damaged her reputation. She demands a ban on the use of her appearance until the court case is concluded.

It should be recalled that in December of last year, there was information released that the large-scale experiment of applying digital technologies in state administration in Albania faced unexpected difficulties. At that time, it was alleged that the first AI minister "Diella" was involved in a corruption scandal.

It is noted that "Diella" was appointed to the position of minister overseeing public procurement on September 11, 2025. It was reported that in order to ensure the AI’s operation, a special administration would be established to oversee the honesty and transparency of tender procedures and to implement neural networks in various government agencies.

Albania's Prime Minister Edi Rama declared on October 27 that "Diella" is "expecting a child," and that its virtual "generation" will assist state employees in their activities in the future.
