According to the updated national report, as of January 1, 2026, there were 1,098,900 pensioners registered in Azerbaijan, and 166,727 people received monthly allowances based on age.
Medianews.az reports that at the beginning of 1991, when the state independence was restored, the number of pensioners was shown as 1,127,000 people.
In 1992, pensions were given to 1,287,700 people; in 1993 to 1,118,000; in 1994 to 1,250,900; in 1995 to 1,282,900; in 1996 to 1,226,800; in 1997 to 1,245,400; in 1998 to 1,206,400; in 1999 to 1,176,500; and in 2000 to 1,202,100 people.
In 2001, there were 1,218,600 pensioners; in 2002, 1,245,000; in 2003, 1,285,000; in 2004, 1,326,800; in 2005, 1,372,700; in 2006, 1,398,800; in 2007, 1,226,800; in 2008, 1,248,700; in 2009, 1,275,100; and in 2010, 1,308,400 pensioners.
In 2011, the number was 1,292,100; in 2012, 1,277,600; in 2013, 1,272,100; in 2014, 1,277,000; in 2015, 1,290,900; in 2016, 1,299,900; in 2017, 1,315,200; in 2018, 1,318,400; in 2019, 1,295,500; and in 2020, 1,270,500 pensioners.
In 2021, there were 1,228,800; in 2022, 1,200,500; in 2023, 1,114,200; in 2024, 1,095,900; and in 2025, 1,098,300 pensioners declared.
In Azerbaijan, men retire at the age of 65, and women at 64 and a half years old. From July 1, 2026, the retirement age for women will also be raised to 65.
The minimum pension amount is 320 manat.
According to the law, for pension assignment, either 25 years of insurance experience or the minimum pension capital is required. The minimum pension capital is calculated by multiplying the minimum pension indicator (320) by the number of months within the expected pension payment period (12 years), which is 144 months; currently, it amounts to 46,080 manat.
From January 1, 2006, to July 1, 2018, a person who has accumulated pension capital of any amount and has at least 1 year of insurance experience is entitled to a pension; otherwise, a person who has reached the pension age receives a monthly allowance of 220 manat based on age.
