DIM: These claims are not true.

The State Examination Center has announced that the information circulating about not accepting international language certificates is not true.

This was reported by the SEC.

It was stated that the Center only accepts the results of international language exams conducted at official examination centers.

"The approach applied to the recognition of international language certificates has been previously disclosed to the public. Information about this has been provided on the SEC's official website as well as in the 'Doctorate – 2026' magazine. It is noted there that considering the risks regarding the reliability and objectivity of the results obtained from the TOEFL iBT Home Edition and the online versions of IELTS, when necessary, face-to-face interviews or evaluation meetings are held to clarify the candidate’s language proficiency level, obtain additional explanations, or test language skills," the statement said.

The SEC noted that a number of prestigious higher education institutions worldwide, according to their admission policies, either do not accept such exam results at all or apply additional verification or restrictions regarding them.

"For this reason, the approach of the State Examination Center cannot be considered unusual or exceptional compared to international practice. It should also be noted that ETS has delegated the decision on whether TOEFL iBT Home Edition certificates are accepted to higher education institutions and organizations that accept the results. In other words, ETS does not require all institutions to accept the ETS Home Edition results unconditionally. This is determined based on the internal rules and evaluation policies of the organization making the decision," the announcement emphasized.

It should be noted that on social networks, there were reports claiming that international English language certificates submitted by candidates for doctoral admission were not recognized by the SEC, and instead, they were required to take a language exam or interview again. //APA
