A criminal case has been opened against Bahruz Asgarov, the former chairman of the Board of the "Nakhchivan State Automobile Roads Agency" public legal entity, at the General Prosecutor's Office, and a preventive measure of detention has been chosen against him. He has been charged under Articles 179.4 (Embezzlement, especially when committed with damage on a large scale) and 313 (Official forgery) of the Criminal Code. The criminal case has been referred for investigation to the Nakhchivan Autonomous Republic Heavy Crimes Court.
The information notes that B. Asgarov, who led the mentioned agency in Nakhchivan for 16 years, was relieved of his post on February 22, 2025. The charges brought against him cover the years 2018-2023, during which it is emphasized that he embezzled a large amount of state funds, specifically over 5 million Azerbaijani manats.
It should be noted that one year of this period coincides with the term of Fuad Najafli, the President's authorized representative for Nakhchivan.
Medianews.az, citing AzPolitika, reports that F. Najafli has been involved in the investigation regarding this case.
The source claims that, in addition, Najafli has also testified in another criminal case concerning corruption, embezzlement, and abuse of official powers.
It is noted that one of the episodes in the case involves the illegal transfer of grain valued at 6.5 million manats from the NAR Grain Fund to the ARF company. It is alleged that the proceeds from this transaction were embezzled by the former authorized representative.
The source provided information about F. Najafli’s behavior during his time in office and his professional relations with state officials. It is noted that he was completely unsuitable for the position he held, exhibited unprofessional conduct towards local ministers, committee chairs, and deputies, frequently engaging in humiliating and insulting actions against them.
The numerous obtained reports regarding F. Najafli, a completely incompetent official, provoke envy towards those who had the audacity to nominate him for such a high post. "He was an inadequate, immensely greedy person who did not understand the responsibility of his position," the source emphasized.
