Armenia refused to hand over a representative of the criminal underworld to Russia.

Businessman Ruben Tatulyan, who is wanted by Russian law enforcement agencies in connection with a fraud case, will not be extradited to the Russian Federation.

Oxu.Az reports that this was stated by the Armenian Prosecutor General's Office.

It was reported that Tatulyan, who is wanted by authorized bodies of the Russian Federation, was detained by the Armenian police on November 7, 2025.

"Tatulyan has not been arrested because he is not a citizen of the Republic of Armenia, and therefore cannot be handed over to a foreign state," the Prosecutor General's Office said.

Earlier, Narek Sarkisyan, the spokesperson for the Armenian Ministry of Internal Affairs, told TASS that information about Tatulyan's detention was forwarded to the prosecutor's office and the person who initiated the search in accordance with established procedures.

Tatulyan, known in the criminal world in Russia as Robson, is wanted on charges of fraud, organizing a criminal group, and committing murder.
