In the "Action Plan for the Implementation of the Employment Strategy of the Republic of Azerbaijan for 2026-2030," the formation of a flexible working hours regime model based on international experience is envisaged in our country.
Medianews.az reports that this information was provided by the Press Service of the Ministry of Labor and Social Protection of the Population in response to APA's inquiry.
It was stated that based on the International Labour Organization (ILO) and other advanced international experiences, the flexible working hours regime is a form of work organization that allows the employee to freely choose the start and end times of the working day within a determined framework, provided that the overall working time norm (40 hours per week) is maintained. This model serves to increase flexibility in labor relations, ensure a balance between work and personal life, and also improve labor productivity.
"In international practice, the flexible working hours regime is usually implemented based on the principles of core (mandatory) working hours, flexible entry-exit intervals (for example, 06:00-10:00, 15:00-20:00), and the invariability of the total working time norm. At the same time, specific working time frameworks and application mechanisms are determined considering the national legislation and labor market characteristics of each country.
This working regime is considered more suitable for fields such as information technologies, finance, education, administrative and analytical directions of public administration, as well as for employees who are parents of young children, persons with disabilities, students, and those working remotely or in hybrid form. In sectors that operate continuously, the implementation of the flexible working hours regime is carried out based on special regulatory mechanisms.
In our country, according to the result indicators envisaged in the noted Action Plan for the implementation of the flexible working hours regime, the investigation of international experience, legal and institutional analyses, preparation of relevant draft normative legal acts, and phased application are planned for the years 2026-2030," the ministry noted.
