Some details of the criminal case against blogger Ilduzə Hacıyeva, known as "Arzum 9999," who is accused in a road traffic incident resulting in one death and another injury, have been revealed.
Medianews.az, citing "Unikal," reports that the incident was recorded on June 27, 2025, in the Mərdəkan settlement of the Khazar district in the capital.
Investigation has determined that on June 27, 2025, at 00:53, Ilduzə Hacıyeva signed a contract with "Star lizinq" LLC and rented a "Changan" car with a German driver's license.
While moving in the direction of Gala within the Khazar district of the capital, she violated the requirements of Article 42, Part 1, and Article 37, Part 4 of the "Road Traffic" law—that is, when making a turning movement on the road, she should have maintained a safe lateral distance to ensure the safety of other road users moving in the same direction, allowed them to pass safely, and thus avoided the traffic accident despite having the technical ability to do so, but she failed to comply with these.
Ignoring the "No passing when stopping" priority road sign, she made a left maneuver and moved into the lane of oncoming traffic to make a turn.
Although Ilduzə Hacıyeva saw the danger posed by the "Mercedes Benz D2" car driven by Amal Məlikov, who was overtaking from behind in the same direction, she did not reduce the speed of her vehicle to a complete stop, did not wait for that vehicle to overtake her, and continued her turning maneuver.
She continued driving in the oncoming traffic lane and hit the rear tire of the "Mercedes Benz D2" car driven by Amal Məlikov, who was attempting to overtake her.
As a result, Amal Məlikov lost control and struck a concrete barrier on the side of the road.
Consequently, the passenger in that car, Sənubər Muradova, suffered serious bodily injuries, and the driver of the car, Amal Məlikov, died at the scene.
Moreover, Ilduzə Elmar qızı Hacıyeva, causing a road traffic incident, fled the scene in her "Changan" car without informing the law enforcement agencies of the Republic of Azerbaijan about her identity, without waiting for the officials to arrive, and leaving the injured persons in danger without providing assistance.
During the investigation, Ilduzə Hacıyeva, questioned as the accused, pleaded not guilty under Articles 263.2 and 264 of the Criminal Code. A preventive measure of undertaking not to leave was chosen for her during the investigation period.
The blogger known as "Arzum" is charged under Articles 263.2 (violation of traffic rules or vehicle operation resulting in death) and 264 (fleeing the scene of a road traffic accident) of the Criminal Code.
