GOOD NEWS for Drivers - Proposal for changes regarding penalty points

According to the legislation, a driver who violates traffic rules is fined and, in some cases, penalty points are assigned to them. After accumulating more than 20 penalty points, the driver's driving license is temporarily restricted. However, there is an issue here that, for example, if there is a 60 manat fine for violating stopping and parking rules, there is no need to apply two penalty points. I believe that penalty points should be abolished in this case.

Medianews.az reports that these words were said by transport expert Eldəniz Cəfərov in an interview with Axar.az while discussing the penalty points applied for violations of stopping and parking rules.

The expert stated that drivers often have to violate stopping and parking rules in the urban environment:

"It is known in urban areas that a driver may frequently violate stopping and parking rules either intentionally or unintentionally. It should also be noted that fines are currently imposed through observation cameras, and the camera always issues fines for violations of stopping and parking rules. Sometimes, upon investigation, you see that there are also unjustified fines."

The expert believes that, overall, the penalty point system should be maintained:

"In general, we cannot abolish penalty points. It is a deterrent tool so that, alongside paying fines, penalty points are also applied, preventing someone from repeatedly violating the rules due to confidence in their economic situation. It would be better, however, not to apply penalty points for certain violations, such as stopping and parking rules."
