The inclusion of excess work volumes and the non-compliance with the requirements of legal documents in the field of procurement legislation during the construction of the Shusha District Central Hospital (Phase I) resulted in an increase in the contract value of the facility.

Medianews.az reports that this was stated in the results of the audit conducted by the Chamber of Accounts on the construction of the Shusha District Central Hospital.

Although the construction of the 90-bed "Shusha Central Hospital (Phase I)" with a project value of 41,751,077.73 manat was completed in 2023, the failure to carry out the relevant documentation on time and the delay in commissioning caused an increase in the value of incomplete constructions for the relevant periods in accounting reports.

In the documents submitted for land allocation for the project execution, the facility's status as a multi-profile hospital and the dependence of the construction on the designation of neighboring objects according to legislation were not taken into account. As a result, additional land was allocated, and the placement plan of the construction was changed to comply with the regulations. This led to a significant increase in the cost of the respective works and resulted in a special weight of 15% within the allocated project funds.

During the construction of the Shusha District Central Hospital, the inclusion of works exceeding the volumes determined in the state expertise-approved project into the estimate documents and also into the contract price schedule caused an increase of 392,962.45 manat in the contract value of the facility and led to the contractor receiving overpayments. Additionally, the application of the norm related to additional costs for performing construction and installation works in winter time to the cost of equipment, as well as the addition of costs unrelated to demolition works, caused an excess payment of 341,736.87 manat to the contractor.

Furthermore, the inclusion in the acceptance reports of some works that differed from the volumes determined in the estimate documents and were not actually executed increased the volume and cost of works by 113,294.16 manat, along with non-compliance with construction normative requirements.

Due to the duplicate inclusion of some works in the contract and the acceptance reports of executed works, an increase amounting to 2,538,878.95 manat was identified. Equipment not foreseen in the estimate documents but included in the consolidated estimate was purchased. According to an on-site inspection of this equipment, it was found that works amounting to 7,898,198.52 manat were not fully completed.

The documents confirming the execution of purchases, works, and services in the financial transactions conducted were not prepared in accordance with the normative documents approved by the relevant decision of the Cabinet of Ministers. The failure to timely record accounting entries according to purchase documents negatively affected transparency.

It should be noted that the hospital building constructed on an area close to 3.7 hectares consists of 6 blocks, 4 of which are four-story and 2 are single-story. The main hospital building has 50 beds, while the Rehabilitation Center has 40 beds. (Publika.az)
