Deputies of the "New People" faction in the Russian State Duma have submitted a new draft law to the government.
Medianews.az reports that according to the draft, administrative liability is envisaged for foreign citizens who claim to have come to the country for educational purposes but do not actually study.
According to the proposed amendments, such cases will be added to Article 18.8 of the Code of Administrative Offenses. The draft law covers individuals who indicate "education" as their purpose when entering the country, but who are not admitted to higher or other educational institutions, do not attend classes, or have no intention to study at all.
The deputies state that in some cases foreigners use student visas solely to stay in the country. It is even emphasized that some educational institutions formally register students, but no real education is carried out.
According to the new rules, persons who commit such violations may be fined from 5,000 to 10,000 rubles and may later be expelled from the country under administrative procedures.
The authors of the draft law believe that currently such cases are not recognized as a separate violation. The new amendments will help prevent abuse of the educational purpose and further systematize the legal approach.//BAKU.WS
