According to the official information, on July 6, Russia's Extraordinary and Plenipotentiary Ambassador to Azerbaijan Mikhail Yevdokimov was summoned to the Ministry of Foreign Affairs. During the meeting, sharp protest was expressed regarding the drone attack on the SOCAR gas station located in the Mykolaiv region of Ukraine on the evening of July 5, and a relevant note was presented to the Russian side.
It was recalled during the meeting that the mentioned drone attack was not the first incident; previously, SOCAR-owned facilities in Ukraine, including a gas distribution compressor station and an oil depot in Odessa, had been subjected to military strikes and other destructive impacts of military operations, resulting in significant material damage and injuries among the company's employees.
Despite repeated warnings, it was stated that the continuation of such incidents indicates that the attacks are carried out intentionally.
Attention was also drawn to several airstrikes damaging the buildings of our embassy in Kyiv and the honorary consulate in Kharkiv city, and the importance of strict adherence to the obligations under the Vienna Conventions regarding the protection of diplomatic and consular premises was emphasized.
The Russian side was called upon to conduct a comprehensive investigation into all the mentioned facts, provide appropriate explanations regarding the incidents, and comply with international obligations concerning the protection of civilian objects and diplomatic missions.
Medianews.az reports that this is the third publicly disclosed news about Azerbaijan presenting a note to Russia in the last eight months.
The previous news was published on February 6. It was reported that Ambassador Yevdokimov was summoned to the Ministry of Foreign Affairs. During the meeting, strong protest was expressed over the statement made on February 5 by Konstantin Zatulin, the first deputy chairman of the State Duma Committee on CIS, Eurasian integration issues, and connections with compatriots, and a member of the ruling United Russia Party, regarding the conviction of Armenian citizens in our country, and a relevant note was presented to the Russian side.
It was noted that Zatulin had regularly made statements against Azerbaijan’s sovereignty and territorial integrity, openly supported separatism, and now attempted to distort court decisions concerning Armenian citizens convicted of crimes against peace and humanity, as well as military crimes, using unacceptable expressions. All of this was firmly condemned during the meeting with Yevdokimov, and the Russian side was called upon to take appropriate measures to put an end to the destructive activities of such persons as Zatulin, who try to undermine peace and stability in the region and damage relations between Azerbaijan and Russia.
Open information sources report that Azerbaijan also presented a note to Russia on November 14, 2025. During rocket and drone attacks on Kyiv on the night of November 14, one of the “Iskander”-type missiles fell within the territory of the Azerbaijani embassy. As a result, a part of the embassy's perimeter fence was completely destroyed, constructions, official vehicles, the administrative building, and the embassy’s consular section were damaged, and significant harm was inflicted on the diplomatic mission's territory. On the day the incident occurred, Yevdokimov was summoned to the Ministry of Foreign Affairs in Baku, a strong protest was expressed, and a relevant note was presented.
During the meeting with the ambassador on November 14, it was recalled that such rocket attacks contrary to the norms and principles of international law had previously occurred. These events were specifically mentioned: on March 10, 2022, as a result of the airstrike inflicted by Russia, the building of Azerbaijan’s honorary consulate in Kharkiv, Ukraine, suffered serious destruction and the official vehicle became unusable; on January 2, 2024, due to an airstrike by a Russian “Kinzhal” missile, a crater about 3 meters in diameter formed near the administrative building of Azerbaijan’s embassy in Ukraine, and an unexploded ordnance was found 8 meters deep under the surface; on August 28, 2025, an airstrike near the embassy in Ukraine, about 50 meters away, damaged the embassy’s administrative building, the consular section, the ambassador’s residence, and caused significant damage to the diplomatic mission's territory.
The ambassador was also reminded that drone attacks were carried out on SOCAR's oil depot in the Odessa region from August 8 to 18, 2025, resulting in injuries to workers and major damage to infrastructure.
It was emphasized that all these facts raise questions about the targeted nature of these rocket attacks. It was recalled that the Russian side had previously been officially informed about all these facts through notes, and that the coordinates of the buildings housing our diplomatic missions in Ukraine were provided to the Russian side in April 2022, with assurances that the Russian Ministry of Defense would take them into account.
The meeting highlighted the unacceptability of such attacks on our diplomatic missions, demanded that the Russian side conduct an appropriate investigation and provide detailed explanations.
