It is time to revive the recently weakened cultural and humanitarian ties between Russia and Azerbaijan.
This was stated by Mikhail Kalugin, Director of the Fourth Department for CIS countries at the Russian Foreign Ministry, in an interview with TASS.
The diplomat emphasized that full-fledged bilateral cooperation is unimaginable without close cultural and humanitarian ties:
"We have promising projects, for example, the establishment of a joint university under Saint Petersburg State University in Azerbaijan, the creation of schools under the embassies of the two countries in Moscow and Baku."
