According to the Decision No. 501 of the Cabinet of Ministers of the Republic of Azerbaijan dated December 18, 2020, certain privileged persons with disabilities are provided with passenger cars by the Ministry of Labor and Social Protection of Population (MLSPP).
According to the "Conditions and Rules for Providing Rehabilitation Tools to Persons with Disabilities" approved by the Cabinet of Ministers, the following categories of persons are eligible for this privilege:
Persons whose disability was determined in connection with the defense of the territorial integrity and independence of the Republic of Azerbaijan;
Persons whose disability was determined in connection with the events of January 20, 1990;
Persons who became disabled while performing military service duties;
Persons who became disabled during the elimination of the consequences of the Chernobyl AES accident.
It should be noted that these persons are put on the car queue at the Social Services Agency based on the opinion of the State Medical-Social Expertise and Rehabilitation Agency and are provided with a car based on the order of the queue.
According to the decision, if the owner of a car provided free of charge dies, the vehicle remains the property of the family. In this case, the car is transferred to the name of one of the family members and deregistered. For this, family members must submit to the Social Services Agency the death certificate, car registration documents, inheritance certificate, and copies of identity cards.
According to the legislation, the car given to a person with a disability cannot be sold or donated. However, the right to drive the car may be given to the person himself and a family member living in the same residence with a driver's license.
For this, the following documents must be submitted:
Copies of the identity cards of the person who received the car and the family member to whom driving rights will be granted, as well as the driver's license;
Car registration certificate;
Certificates of residence for both persons;
Written application of the person with a disability.
For information, note that this mechanism aims to improve the social welfare of persons with disabilities and to facilitate their daily lives. In response to BAKU.WS's inquiry, it was stated by the Social Services Agency under the Ministry of Labor and Social Protection of Population that 567 cars were provided to persons with disabilities during the post-war period, and in total, 7.8 thousand cars were provided in the past period.
