On October 14, news was published in the Azerbaijani media that the former head of the Presidential Administration, Ramiz Mehdiyev, was accused of serious crimes (attempt to seize power by force, treason, and legalization of a significant amount of property obtained through criminal means). It was announced that the investigation was conducted by the State Security Service, and the Sabail District Court chose house arrest as a preventive measure for Ramiz Mehdiyev for 4 months.

On October 16, a detailed article published by APA emphasized that Ramiz Mehdiyev, with the support of Russia, prepared a plan for a state coup and offered it to Russia through his channels. It was stated that Mehdiyev tried to take advantage of the tensions in Azerbaijan-Russia relations and sought political support from Moscow. After seizing power by force, he proposed the creation of a governing body in the format of a State Council in the country. According to APA, Mehdiyev also shared the list of persons to be represented in the council he planned to lead with the Russian side.

On the 27th, APA published a photograph of a letter Ramiz Mehdiyev wrote to the heads of certain Russian structures with the aim of carrying out a state coup in the country, which was obtained by the Azerbaijani special services. The agency stated that although some people claim such a letter does not exist or do not believe in its existence, the presented fact shows that Ramiz Mehdiyev really harbored the delusion of carrying out a coup with the help of a foreign country in Azerbaijan. "It should be specially noted that neither Ramiz Mehdiyev nor the circles he contacted have the capacity to implement such a plan. Simply attempting it reveals his true hypocritical nature," APA emphasized.

Medianews.az notes that the letter Ramiz Mehdiyev wrote to Russia indicates his intent to abolish the presidential form of government in the country. Indeed, in the letter addressed to Russia, Mehdiyev stressed that a State Council should be established in Azerbaijan, with the legislative, executive, and judicial powers controlled by this council.

According to Mehdiyev's plan, 50 people with public influence were to be gathered in the State Council. According to the plan, the State Council was to have full authority to govern the country, a mechanism to fully control political, socio-economic processes, and to perform the functions of the Constitutional Court and the Security Council as well.

Thus, it becomes clear that Ramiz Mehdiyev envisioned a plan to abolish the presidential form of government, the Constitutional Court, and the Security Council.

It should be reminded that the Constitutional Court of the Republic of Azerbaijan is responsible for issues regarding the conformity of laws, decrees, orders and decisions, normative legal acts to the constitution and laws; resolving disputes related to the division of powers between the legislative, executive, and judicial authorities; and interpreting the Constitution and laws of Azerbaijan. Citizens can submit complaints to the Constitutional Court about normative acts of legislative and executive authorities, as well as municipal and judicial acts. Every decision of the Constitutional Court is final, and no authority or individual can revoke or change its decision.

The Security Council of the Republic of Azerbaijan, an advisory body, provides proposals related to the formation and implementation of state policy in the field of ensuring national security, determines the main directions of the state's external and internal security, addresses issues concerning ensuring national security, as well as protecting the constitutional order, sovereignty, independence, and territorial integrity of the state, and looks into the state of internal security and socio-political stability in the country. The President of Azerbaijan chairs the Security Council, and the appointment of its members and secretary is also within the President's authority.

Ramiz Mehdiyev has been a member of the Security Council since October 2019. Shortly after the coup plan surfaced – on October 18, 2025, information appeared in the country's media that Ramiz Mehdiyev had been removed from membership in the Security Council. Although no official statement was made on this matter, Ramiz Mehdiyev's name was removed from the Security Council's website a few days later.
