New social approaches applied in the field of housing provision have sparked extensive discussions in society. According to the legislation, citizens belonging to special categories are provided with housing by the state. 

So who can buy housing at the state's expense?

Medianews.az, referring to Milli.Az, reports that regarding the issue, lawyer Alimammad Nuriyev states that according to the prevailing rules, the provision of housing at the state's expense to privileged persons has a one-time character.

According to him, citizens can only be placed on the queue for the state housing fund once. The main purpose of this mechanism is not to provide a person with a broader or ideal living environment, but to meet the minimum housing need. The growth of the family or dissatisfaction with the current conditions is not considered a new legal basis.

He noted that only in exceptional and serious cases can repeated applications be considered:

"For example, if the living space becomes completely unusable as a result of a natural disaster, this can be considered a new legal situation. However, demanding housing a second time for the same reason is considered interference with the rights of other persons in need and contradicts the principle of social justice."

According to information provided by the Social Services Agency on the subject, the applied rules aim both at meeting social needs and ensuring the fair distribution of state resources. The institution states that persons with disabilities and families of martyrs are constantly kept in focus and to date, more than 16 thousand persons from this category have been provided with housing or individual houses by the state.

It should be noted that the existing legislation builds the housing provision for privileged persons at the state's expense on the principle of one-time provision and allows repeated applications only in cases of emergencies.
