A few days ago, Colonel Oktay Babayev, who was dismissed from the position of Deputy Chief of the Main Medical Department of the Ministry of Defense, was brought to criminal responsibility.
Medianews.az reports citing "Qafqazinfo" that he is accused of fraud.
The interesting point is that the victim in the case is Major Ruhin Taghiyev, former head of the Central Medical Archive of the Main Clinical Hospital of the Armed Forces and the Medical Documents Archive of the Ministry of Defense, who is currently imprisoned on corruption charges.
According to the accusation, O. Babayev received 30,000 manats from R. Taghiyev with a promise to assist in the issuance of his release. However, after some time, R. Taghiyev was arrested.
Based on the complaint, an investigation was carried out by the Military Prosecutor's Office of the Republic. At the conclusion of the investigation, O. Babayev was charged under Article 178.2.3 of the Criminal Code (fraud committed using a position of service). This article's sanction includes a fine or imprisonment for up to five years.
Previously serving as the head of the Nakhchivan Military Police Department, Colonel Babayev was not detained because he agreed to repay part of the 30,000 manats; instead, an alternative preventive measure was chosen for him.
Currently, the criminal case has been sent to the Baku Military Court for consideration.
It should be noted that the criminal case against Ruhin Taghiyev is also being examined at the Baku Military Court. No verdict has been made in that case yet.
