It is reported that within the framework of the operation related to corruption offenses and official crimes, the head of the Balakan District Executive Authority, Islam Rzayev, and several other officials have been detained.

Islam Rzayev was born in 1965 in the Goychay district.
In 1988, he graduated from the Baku branch of the Leningrad Financial-Economic Institute with a degree in economics.
He started his career in 1988 as a senior economist at the Goychay District Finance Department.
He worked as head of department, head of control, and deputy head of department in the structures of the Tax Ministry for Goychay district and the Nizami and Azizbeyov districts of Baku city.
He worked as a chief specialist at "Azəriqaz" Closed Joint Stock Company.
From 2007 until May 18, 2011, he worked as deputy head of the Audit Department of the State Oil Company of Azerbaijan.
On May 18, 2011, he was appointed head of the Balakan District Executive Authority.
