"8.2 percent of all crimes constitute acts of violence against women. In relation to domestic violence, 1,396 criminal cases have been recorded, identifying 1,413 victims.
Among the crimes committed on the basis of domestic violence, 1,302 involve intentionally causing slight harm to health, 64 involve intentionally causing less serious harm to health, 53 involve intentional homicide, 30 involve intentionally causing serious harm to health, 20 involve attempted homicide, 6 involve torture, 1 each involve threats to kill or cause serious harm to health, and unlawful deprivation of liberty, and 19 consist of other types."

Modern.az reports that this was stated by Deputy Minister of Internal Affairs Ismat Aliyev at the public hearing on "Gender Equality in Legislation: Achievements and Prospects".

He said that currently in Azerbaijan, the number of domestic violence crimes per 100,000 women is 46 cases. For comparison, this indicator is at the level of 200 in Sweden, 150 in Finland, 110 in France, 100 in the Netherlands, 90 in Germany, and 60 in Spain.

As a result of preventive measures implemented in 2025, 90 cases of early marriage were identified, 28 people were held criminally responsible, administrative penalties were imposed on 5 parents and 41 related persons, and 57 individuals underwent preventive work.

The deputy minister stated that over the year, a criminal case was initiated under the Criminal Code article "kidnapping" for 15 cases of bride kidnapping, and relevant liability measures were taken against 32 individuals.

"No crime was registered concerning violations of the right to equality. Two administrative offenses related to illegal economic restrictions in the domestic context, and four related to psychological violence, were identified."

"An analysis is conducted of all criminal cases in which women are recognized as accused or victims, investigating the factors that lead them to crime, and submissions are made to the relevant authorities. As a result of prompt measures on information received in the context of family conflicts, 8,808 unlawful acts have been prevented," emphasized the deputy minister.
