President Ilham Aliyev has initiated the announcement of an amnesty. The news was officially announced on December 15.
Medianews.az reports that according to the constitution, the adoption of an amnesty act falls within the competence of the National Assembly. For this reason, President Ilham Aliyev has sent the draft of the amnesty act to the National Assembly.
In the National Assembly, the draft of the amnesty act is first discussed in the Committee on Legal Policy and State Building and the Committee on Human Rights, then recommended to the plenary session of the Parliament.
Depending on the will of the National Assembly, the amnesty act can also be adopted in one reading.
The amnesty act is adopted in the parliament by a simple majority vote.
The last amnesty in Azerbaijan was announced in November 2021 on the occasion of the first anniversary of November 8 Victory Day.
The amnesty act sent by the president to the parliament in December 2025 on the occasion of the "Year of Constitution and Sovereignty" will be the largest amnesty in terms of the number of persons to whom it will apply, including prisoners to be released from imprisonment. It is expected that in total the amnesty act will apply to more than 20 thousand people. Among them, more than 5 thousand prisoners will be released from imprisonment, the sentences of more than 3 thousand persons sentenced to this punishment will be reduced, more than 7 thousand prisoners will be exempted from restrictions of liberty sentences, about 4 thousand prisoners will be exempted from other punishments not related to imprisonment or from conditionally applied sentences, as well as more than a thousand persons will be exempted from criminal responsibility.
