The local Civil Status Registration Office in the city of Tabriz has refused to issue a birth certificate with the name "Elxan" to an Azerbaijani baby born on April 16, 2026. This restriction, ongoing for 79 days, has caused serious problems for the family.
Medianews.az reports that the official institution classifies the baby's name as a "foreign name" and refuses to register it. Although the institution only offers the parents the variant "Ilxan," the family insists on the name "Elxan," which means "the leader and ruler of the people and tribe."
The parents have applied to the court to protect their rights. Despite submitting documents as evidence of individuals previously registered with this name, they have not yet achieved any results.
The delay in documentation negatively affects the baby's health rights. Due to the absence of a birth certificate and a national identification number, the child is excluded from vaccinations, medical insurance, and other healthcare services provided by the state.
