He stated: “The intelligence agencies of both countries could have listened to the phone conversation between the presidents' advisors. It would be illogical for the Russian side to leak the phone conversation to the press. Because in the call, Steve Whitkoff’s words aligned with the Kremlin leader’s interests. In such a case, Russian intelligence agencies would not pass the essence of the conversation to the Western media. That leaves the US Central Intelligence Agency. Most likely, there is a group within this agency dissatisfied with President Donald Trump’s 28-point plan prepared to stop the Russia-Ukraine war, and it is precisely this group that leaked the details of the phone conversation to the US media. The goal was to prevent the implementation of Trump's initial plan that led Ukraine towards submission.”
According to E. Shahinoglu, such cases have also occurred in recent US history: “If an official in the president’s team was dissatisfied with the White House leader’s policy, they tried to prevent certain processes by leaking confidential information to the press.”
