In the session of the National Assembly, the draft law of the Republic of Azerbaijan on amendments to the Law of the Republic of Azerbaijan "On Automobile Transport" was submitted for discussion in the first reading.
According to Musavat.com, based on the draft, the requirements for issuing permits for domestic order-based transportation are being tightened.
It was noted that currently, permission for domestic order-based transportation is carried out by issuing a permit. The requirements (documents) for issuing permits for domestic order-based transportation are much more limited and require fewer documents compared to other types of transportation (including taxi activities). The required documents are mainly informational documents (information about the person receiving the permit, taxpayer identification number, documents defining rights over the vehicle).
The proposed amendment envisages establishing additional requirements (documents) for obtaining the permit, which serve to evaluate the driver's professionalism (completion of special training), the category of the driver's license matching the activity, their health condition, and the technical condition of the vehicle. It should be noted that these requirements currently exist when permitting taxi passenger transportation and regular urban, intercity (district) passenger transportation.
It was stated that considering the average age of vehicles used in order-based transportation (especially passenger transportation) is 17.6 years, it is not possible to fully control the safety of these vehicles for transportation purposes solely by passing technical inspections. On the other hand, while there are technical, internal, and external requirements for taxi passenger cars that carry up to 5 passengers, the absence of such requirements for order-based passenger transport vehicles carrying more than 10 passengers leads to more serious dangers.
At the same time, under the draft law, for non-regular passenger transportation, which is a type of domestic order-based transportation, as well as for regular international and intercity (district) passenger transportation, the presence of documents confirming the relevant compulsory insurance will also be required to obtain permission. The draft was approved in the first reading.
