Medianews.az reports that this was said by the Prime Minister of Armenia, Nikol Pashinyan.
"This man claims to lead the Republic of Armenia. He can neither be a deputy nor a candidate for the position of prime minister," the Prime Minister stated.
Nikol Pashinyan accused the Russian oligarch of theft:
