He has repeatedly harshly criticized Vladimir Zelensky, calling the Ukrainian president's refusal to recognize Crimea as a "move that harms peace talks." Kirk stated that reclaiming Crimea is not possible; the peninsula is historically and ethnically connected to Russia.

According to him, the conflict serves the interests of the ruling elite in Ukraine and the U.S. military-industrial complex.

Kirk has also sharply criticized U.S. Senator Lindsey Graham, saying she tries to disrupt the peace process. Articles have been published in the press about Graham's connections with military-industrial lobbies.
