In 2025, funds allocated from the state budget to certain institutions in Azerbaijan were kept in bank accounts.
Medianews.az reports that this was stated in the opinion given by the Chamber of Accounts on the draft law "On the execution of the 2025 state budget".
According to the document, keeping budget funds in bank accounts has caused inconsistencies in budget accounting.
The analysis of the data from the institutions covered selectively shows that the amounts related to the cash execution of the state budget for the reporting year and previous years, but remaining in bank accounts, exceed 600 million manats (excluding confidential areas). Of this amount, more than approximately 400.0 million manats have been shown as executed funds allocated for capital expenditures in the reporting year.
Moreover, although there is mobility in the amount of funds recorded as balance in bank accounts at the beginning of the reporting year for some institutions (execution of the funds in the bank account), this has not been typical for all institutions.
"Reports on the execution of the state budget, as well as some amounts related to cash execution in the annual report, have been shown in the information submitted by the institutions as funds kept in bank accounts; the reason for non-execution by the relevant institutions and that the funds will be executed in 2026 are also reflected in the information. This creates inconsistency with the definition of “cash execution of the state budget” in the Law on the Budget System," the opinion noted. \ Banco.az
