It is possible to buy plots of land of any size in the highland areas of the Absheron district. You buy this land at a cheap price, and you get the entire view of the city. Everything sounds beautiful and attractive up to this point, but the situation changes when you learn that these lands are undocumented, without gas, and without water.
The AzTV team literally went to the highest part of the mountain. But this mountain has ceased to be a mountain. Because there is a private residential house at every step. This view shows that the number of houses continues to increase day by day.
There are quite a few vacant land plots in the area, and these plots have already been fenced off and put up for sale. The interesting thing is, who and how are these lands being sold?
There are hundreds of such houses in the area. Out of every 10 houses built, only one can have a title deed, the others are undocumented. According to the residents, in most cases, only a municipal document is provided.
How is it possible to obtain this municipal document? For this purpose, AzTV employees approached the Hokmeli municipality. They approached as buyers and said they wanted to buy five sot (a unit of land area) of land. A person presenting himself as the head of the municipality took the employee to the plot of land for sale.

Regarding the price of the plot, the following answer was given:
- This plot is about 8,000 manats. But there is some room for negotiation, it can be made cheaper.
The seller tries to reassure the buyers:

They even offer "advice" on how to speed up construction:
- Start slowly at first, then you will speed up the work.
