In Russia's Kamchatka region, heavy snowfall has continued for several days.
"Qafqazinfo" reports that in some places, the snowfall reaches the fourth floors of buildings.
For this reason, local authorities have declared a state of emergency.
City services are struggling to cope with the consequences of the severe weather conditions; the snowfall is described as the heaviest in the last 30 years.
Rescuers have had to dig tunnels through snowdrifts several meters high to help elderly people stranded in their homes.
Two men aged 60 and 63 who were trapped under the snow have died.
