Who remains from the old ones? - List of "Veteran" Executive Heads

After the detention of Balakan's executive head Islam Rzayev, the list of "old" executive heads in the city and district leaderships of Azerbaijan has become somewhat thinner. Although these "thinning processes" were intensive 5-6 years ago, they have somewhat weakened in recent years…

Nevertheless, the number of people who have held the position of executive head for nearly 20 years is still quite large. Among them, there are even those who have led various districts for 30 years.

Medianews.az reports that "AzPolitika" presents the list of the still serving "veteran" executive heads:  

Taleh Qarashov – has been the executive head of Lankaran since 2012. Overall, Qarashov's career as an executive head is quite rich and long-lasting. Since 2002, he has been the executive head of Kurdamir, Jalilabad, Neftchala, and Astara districts. So, he has been serving as an executive head for a consecutive 23 years.

The executive head of Sheki, Elkhan Usubov, has been leading Sheki since 2011. Before that, he was the head of Agstafa from 2007 to 2011.

Zakir Farajov has been the head of Sumgayit since 2015. Prior to that, he was the executive head of Absheron for 10 years.

The executive head of Shirvan, Ilgar Abbasov, was the head of Narimanov from 2004 to 2005, and from 2005 to 2019, the head of Surakhani. Since 2019, he has been the head of Shirvan.

Suleyman Mikayilov has been the executive head of Garadagh since 2010. Before that, he was the head of Yardimli and Lankaran for 5 years.

The executive head of Sabunchu, Adil Valiyev, has held this position since 2012.

The executive head of Fuzuli, Ali Aliyev, has been the head of the district since 2011.

The executive head of Khizi, Khazar Aslanov, has been leading the district since 2012. Before that, he was the executive head of Yardimli for 6 years.

The executive head of Gobustan, Adil Mammadov, has been leading the district since 2011. He was the head of Oguz from 1994 to 2002, and in subsequent years, the head of Gabala and Bilasuvar.

The executive head of Siyazan, Novruz Novruzov, is also one of the long-standing heads remaining from the 1990s. Since 1995, he has served as head in Lerik, Goranboy, and Shabran. Since 2019, he has been leading Siyazan.

Bayram Safarov has been the executive head of Shusha since 2009.

Mubariz Ahmadzade has held the position of executive head of Zaqatala since 2009. Before that, he was the head of Gakh for 2 years. 

Merdan Jamalov has been an executive head since 2005. Having led Shirvan for 14 years, Jamalov has been heading Zardab since 2019.

What we have noted is not the complete list of "veteran heads," to which could also be added Aziz Azizov, Vidadi Isayev, Shahmar Usubov, Gazanfar Agayev, and others who have held the position for nearly 20 years.

It should be noted that for many years, the executive authority management institution in Azerbaijan has not proven itself, has paved the way for corruption and bribery, and there have been calls at various levels, in political circles, including in the parliament, that this management system should be changed. However, this issue has not yet been fully resolved. So far, there is nothing concrete except claims that a radical change in this field is expected in the near future…
