The Security Council is chaired by President Ilham Aliyev, and the appointment of its members and secretary is within his authority.
Ramiz Mehdiyev was included in the composition of the Security Council in October 2019.
The Security Council, as an advisory body, provides proposals related to the formation and implementation of state policy in the field of ensuring national security, determines the main directions of the state's foreign and internal security, ensures national security, as well as protects the state's constitutional order, sovereignty, independence, and territorial integrity, and considers issues related to internal security and socio-political stability in the country.
The foundation of the Security Council was laid in 1991, but the institution did not operate from March 1992. The Security Council was re-established in 1997. As an advisory body under the President, the functions of the secretary of the council were performed by the head of the administration.
On June 20, 2019, Colonel General Ramil Usubov was appointed secretary of the Security Council; on July 11, the regulations on the Security Council were approved, and on September 11, the regulations on the Service of the Secretary of the Security Council were approved.
Ramiz Anvar oghlu Mehdiyev was born on April 17, 1938, in Baku city. He graduated from the history faculty of Azerbaijan State University and completed postgraduate studies at the philosophy faculty of Moscow State University. He is a doctor of philosophical sciences and a full member of the Azerbaijan National Academy of Sciences.
He worked at the "Khazardenizneft" Directorate and was a teacher at Azerbaijan State University. From 1965, he was an instructor in the central Komsomol organization of Azerbaijan; from 1967, he was the second secretary of the Komsomol organization of the Nakhchivan Autonomous Republic. From 1974 to 1978, he held responsible positions in the Central Committee of the Azerbaijan Communist Party. From 1978 to 1980, he was the first secretary of the 26 Baku Commissars District Party Committee. Since 1980, he worked as head of a department and, from 1983, as secretary at the Azerbaijan Communist Party Central Committee. From 1988 to 1994, he was head of the Department of Social-Political Research and Information at the Azerbaijan Academy of Sciences.
Since 1994, he headed the general department of the Presidential Executive Office, and from 1995 to October 23, 2019, he was the head of the Presidential Administration (called the Presidential Executive Office until 2009). From October 23, 2019, to February 19, 2022, he was the president of the Azerbaijan National Academy of Sciences.
