70 percent of the lessons are conducted poorly - What is the way out? – INTERVIEW

On September 12, at the event on the topic "2025-2026 academic year: innovations and goals," Elnur Aliyev, advisor to the Minister of Science and Education and acting director of the Institute of Education, stated that 17,300 lesson observations were conducted in 400 schools, and in 7 out of every 10 observed lessons, the quality of teaching was found to be weak: "30% of lessons were rated as adequate or good. In 3 out of every 10 lessons, teachers use time and resources efficiently. It was also identified that 70% of students are not actively engaged in the lesson. In 7 out of every 10 lessons, formative assessment is not properly conducted."

Medianews.az website conducted an interview with education expert Elchin Efendi on the matter.

- What are the main reasons for 70% of lessons being rated weak – teacher preparedness, program difficulty, or methodological problems?..

- The 70% weak rating of lessons stems from teachers not having fully developed knowledge and skills regarding formal assessment. The complexity of the program also plays some role here. The numerous additional tasks assigned to teachers besides the program also lead to their inability to carry out proper assessments.

- What are the reasons for teachers not being able to use time and resources efficiently in lessons?

- The main reason for inefficient use of time and resources is the additional tasks assigned to teachers. They conduct summative assessments, record grades on paper carriers as well as in paper journals. From this year, the electronic journal will cover only capital city schools. However, assessments in regional schools are still carried out in paper journals. Additionally, teachers are required to make notes in diaries. This naturally takes a significant amount of time. As a result, teachers are unable to dedicate the maximum amount of their available time to the students.

- What is the reason for 70% of students not being actively engaged in lessons – lack of motivation, teaching methods, or the school environment?

- Most students use modern technological tools extensively. As a result, it becomes somewhat difficult to engage them in the lesson process. For this reason, I believe teachers should now apply technological tools more in the lesson process. Teachers can prepare videos that can attract students' attention or assign students research related to the topic and tasks involving creating things with the help of technology. In this way, it is possible to stimulate more active participation of students in the lesson process. Motivation should be strengthened, and the environment properly established. Students should be encouraged further by leveraging the modern technological tools they already use. This is essential in the 21st century.

- What steps should be taken to improve the knowledge and skills of teachers in this regard?

- Teachers should be involved in professional training. A teacher who achieves better results in a certain area should train others. By participating in trainings and workshops, teachers should enhance their knowledge and skills to better manage the overall lesson process.
