Participation in the competition for the recruitment of teachers will be paid for persons other than those participating in the competition for the first time and certain other individuals.
Medianews.az reports that this issue was reflected in the draft law on amendments to the "Law on General Education," discussed at today's plenary session of the National Assembly.
According to the draft, recruitment and transfer of teachers to state general education institutions will be conducted through a competition determined by the relevant executive authority as per the procedure established by the designated body (institution).
Participation in the competition for the recruitment of teachers (except for those participating for the first time, persons with disabilities, members of families receiving targeted state social assistance, members of families of martyrs, and persons awarded the title "War Veteran" for participation in combat operations in defense of the territorial integrity of the Republic of Azerbaijan) will be paid.
The amount of the payment for participation in the competition for teacher recruitment will be determined by the body (institution) designated by the relevant executive authority.
The draft states that, according to the "Law on General Education," recruitment and transfer of teachers to state general education institutions is regulated by the decision of the Collegium of the Ministry of Science and Education based on the "Rules for the Recruitment and Transfer of Teachers." According to these Rules, recruitment and transfers are conducted through competition.
The draft proposes that participation in the mentioned competition be paid in order to increase the responsibility of participants in teacher recruitment, save state budget funds, and have participants cover a certain part of the financial burden.
According to the proposed amendments, the payment will not apply to those participating for the first time, persons with disabilities, members of families receiving targeted state social assistance, members of families of martyrs, and persons awarded the title "War Veteran" for participation in combat operations in defense of the territorial integrity of the Republic of Azerbaijan.
It was noted that the adoption of the draft will serve the efficient use of the state budget and increase the responsibility of competition participants.
The draft law was put to a vote and adopted in the first reading.
