Is there a need for a law about artificial intelligence in Azerbaijan?

Is Azerbaijan's current legislative framework sufficient in terms of regulating issues related to artificial intelligence? Or, like the European Union and some countries, is there a need in Azerbaijan to adopt a separate law on artificial intelligence? If there is a need, then what issues should that law primarily cover?

In his explanation to Medianews.az on the subject, Elvin Abbasov, chairman of the Azerbaijan Information and Communication Technologies Industry Association, stated that although Azerbaijan’s existing legislation regulates some issues related to the application of artificial intelligence indirectly, the adoption of a separate artificial intelligence law is necessary: “Because the rapid development of artificial intelligence creates new risks both ethically and legally. This law should primarily cover transparency, accountability, data confidentiality, cyber security standards, and ethical principles. At the same time, responsibility distribution and risk management should be regulated when applying artificial intelligence in critical areas such as healthcare, transportation, and law enforcement. The law should also promote innovations by providing legal guarantees for startups and the private sector to develop AI technologies.”

In the "2025-2028 Artificial Intelligence Strategy" approved by President Ilham Aliyev on March 19, 2025, these directions are defined as priorities. Thus, a separate law on artificial intelligence can ensure management based on ethical principles as well as sustainable development of the technology.”

It should be noted that the "2025-2028 Artificial Intelligence Strategy" also reflects the creation of a legislative framework to support the development of artificial intelligence – the formation of a favorable legal environment for the research and application of artificial intelligence and the improvement of the existing regulatory legal framework; development of the basics and norms of artificial intelligence in the country’s legislation, and the formation of ethical principles and rules for the use of artificial intelligence.
