Will there be an amnesty?

“The issue of amnesty by the end of this year is not currently envisaged. Otherwise, preparation work would have been carried out. In any case, I have no knowledge of such preparation work.”

This was stated by Member of Parliament Fazil Mustafa in his statement to Musavat.com.

The deputy does not expect an amnesty by the end of the year: “Its promotion and discussion are important. Perhaps initiatives will emerge in the future. The more people who are freed, the more it means happiness for families. If such steps are taken, we will support them as Members of Parliament.”

It should be noted that the last time an amnesty was declared was in 2021 on the occasion of Victory Day. It was determined that this act applied to 17,267 people. This decision is the broadest amnesty ever adopted in terms of the number of individuals it applied to. Among those to whom the amnesty was applied, 733 are participants of the Patriotic War, 837 are women, and 65 are minors.

The amnesty decision was applied to 5,971 convicted persons serving sentences in places of deprivation of liberty. Of them, 2,710 convicts were released from deprivation of liberty, and the unserved term of the sentence was reduced by 6 months for 3,261 convicts. Also, amnesty was applied to 8,559 persons sentenced to punishments not related to deprivation of liberty. Of these, 5,722 convicts were released from punishment, and the punishments of 2,837 convicts were reduced. Specifically, 1,909 persons sentenced to restriction of liberty, 2,471 persons sentenced to corrective labor, 86 persons sentenced to public works, 1,202 persons sentenced to fines, and 54 persons sentenced to other punishments were released from these punishments. Amnesty was also applied to 62 convicts conditionally sentenced, whose execution of the sentence was postponed, or who were conditionally released early from the sentence.

Furthermore, amnesty was applied to 890 persons in cases pending in courts and 1,785 persons in cases pending in preliminary investigation bodies.

During the independence period, a total of 12 amnesty acts were adopted in Azerbaijan, and these acts covered nearly 160,000 people. According to Article 95 of the Constitution, the authority to adopt an amnesty act belongs to the National Assembly.
